The GSR Strategy 2021 - 2024 identified that the GSR has a data gap regarding the information we hold on the diversity and socio-economic background of our profession. Further, externally commissioned audits have also identified that this data gap is currently a barrier to comparing the composition of the GSR profession with other government professions, with the UK Civil Service more widely, and with the broader society which we ultimately exist to serve.Whilst these questions are not mandatory, improving our data coverage in this area - and ultimately our understanding of the GSR profession - is a corporate priority for the GSR Board and Chief Economists across government. If you are comfortable doing so, we please ask that you complete the questions below. As per the GDPR notice on the following page, all of your information provided here will held and used in a secure manner that is GDPR compliant, for the purposes explicitly set out (as above and repeated in GDPR Notice).

Diversity Questions

Government Social Research Service (GSR) Members Intranet Site

How we use your personal data

For the purposes of your membership of the GSR, we ask you to provide us with certain information about you. This privacy notice explains why we ask you for this information, what lawfully allows us to request it and lists your data protection rights under the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018 (DPA). For the purposes of data protection legislation, the data controller for the GSR Members Intranet Site is HM Treasury.

Personal data

We use the following personal data for the purpose of your GSR membership:

  • First name
  • Surname
  • Year of birth
  • Work pattern
  • Date of entry to GSR profession
  • Employment grade
  • Date of entry to current grade
  • Employing department
  • Role and profession

Social mobility information

We also ask you to voluntarily provide us with information relating to:

  • Any caring and childcare responsibilities you may have
  • Whether you were eligible for Free School Meals
  • Type of school you attended between the ages of 11 and 16

While providing us with social mobility information is voluntary, this helps us to understand how many GSR members have caring and childcare responsibilities, allows for the assessment of the socio-economic background of the GSR profession, if and how these change over time, and allows for the reporting of this information to the GSR membership and the GSR Board.

In addition, over time the collection of this information will also allow for reporting to the GSR membership, and the GSR Board, analysis on any observed relationship between these variables (caring and childcare responsibilities, and socio-economic background) and career progression within the GSR (both in terms of promotions and time taken to promote).

How we use your personal data

We use these personal data for different reasons, including; to maintain accurate information about your membership, for profession strategy delivery, and to provide you with access to the GSR Members Intranet site. We also use your personal data (and, where provided, social mobility information) for internal reporting and analysis of the GSR profession membership in relation to:

  • The composition of GSR membership
  • Career pathways and advancement within the GSR
  • The diversity profile of the GSR

We also use your personal data to understand how the GSR compares with other populations of comparative interest, such as; the UK working age population, the UK Civil Service, other analytical professions within the Civil Service and the Social Research Undergraduate Degree population. While we rely on our members’ personal data to compile internal reports, these reports are only made available within the GSR profession and they do not identify any of its members.

Annual Departmental GSR Membership Audit

Your personal data is also used for annual auditing and confirming with departments how many GSR members they employ in a given financial year. We need this information to agree annual GSR profession membership fees with each department which, in turn, are used for annually financing central GSR profession activities and a portion of the GESR Team.

Special category data

We also ask you to provide us with information relating to your:

  • Ethnicity
  • Disability (where applicable)
  • Sexual orientation
  • Religion or beliefs

As with social mobility information, providing us with these data is voluntary and you can choose not to share these with us.

How we use your special category data

Where provided, we use these data to undertake equalities monitoring within the GSR profession, specifically to:

  • Identify and report levels of representation within the profession as regards ethnicity, disability, sexual orientation and religion or belief
  • Monitor, identify and report on the relationships between ethnicity, disability, sexual orientation, religion or belief and career progression in the GSR profession – specifically promotion frequency and time taken to promotion
  • Identify and report how the GSR profession compares with other populations such as the UK Working Age Population, the UK Civil Service, other analytical professions within the Civil Service, and the Social Research Undergraduate Degree population
  • Monitor and measure the impact of policy changes within the GSR profession, to ensure they do not have a disproportionately negative impact on protected and/or under-represented groups

Government strategy, policy and delivery

Your personal data and special category data also help us deliver against our strategy 2021-25: Social Research In and For Government – specifically strategy actions and commitments relating to improved Workforce Management Information on the GSR, improved understanding of the make-up of the GSR membership, and improving our understanding of inclusivity & diversity within the profession.

Our lawful basis for processing your personal data

We collect and use your personal data for the performance of a task carried out in the public interest (in compliance with Article 6(e) UK GDPR). This task is to maintain membership of a profession within Government which generates and provides social and behavioural research and advice to government, supporting it to understand issues relating to society, groups and individuals and support policy debate and decision-making through a variety of approaches, advice and evidence.

Our lawful basis for processing your special category data

Where provided, our use of your special category data is necessary for reasons of substantial public interest (in compliance with Art 9(g) UK GDPR). The substantial public interest is that our use of these data are necessary for the purposes of identifying or keeping under review the existence or absence of equality of opportunity or treatment of our members (under paragraph 8 Pt 2 Sch 1 DPA).

Who will have access to your personal data

Your personal data will only be made available to relevant staff in the central GESR team and/or organisations for the purposes listed above.

These organisations include:

  • Connect Internet Solutions Limited, our contracted provider of the GSR Members Intranet Site
  • GSR member departments
  • GSR member Arms-Length Bodies (ALBs)

We sometimes share anonymised, non-identifiable summary level analysis based on the personal data set out above. We only share this information with trusted partners such as analysts within the Civil Service, academic collaborators etc. to help us deliver against the purposes set out above. Any data we share for this purpose will be aggregated and will not identify individuals.

Who will have access to your special category data

Your special category data will only be made available to relevant staff in the central GESR team. This team use these data to produce anonymised and non-identifiable summary level analysis based on the special category data set out above. These anonymised analyses will be shared internally with the GSR membership, GSR member departments and Arms-Length Bodies (ALBs) to help us deliver against the purposes set out above. Any data we share for these purposes will be aggregated and will not identify individuals.

Retention

Your personal data and special category data will be securely stored and only held for as long as is necessary for the delivery of the purposes set out above. Anonymised or aggregated datasets will be stored for longer for statistical research purposes. Members can unsubscribe from the GSR Members Intranet Site at any point by contacting GESREnquiries@hmtreasury.gov.uk using “UNSUBSCRIBE GSR SITE” in their email subject heading.
